An interesting period artifact, this is a concrete plaque with the fasces and the date. These artifacts were designed to be applied at the end of the construction of "public housing," a sort of completion stamp. The year indicated was the year the house or building became habitable and was handed over to citizens, settlers, etc. Made of sound concrete, it shows no significant damage except for some signs of aging. The hook you see is a posthumous application made by a previous owner for hanging on the wall. These are quite rare to find; they were made of concrete, terrazzo, marble, and bronze, and came in various sizes. Due to bombing during the war, most were destroyed. It measures 43 cm high, 25 cm wide, and 4.5 cm thick at its thickest point (the fasces).
