A Fascist from the very beginning, the first organizer of the Livorno Fascist Party in 1920, between 1921 and 1922 he represented the most uncompromising and uncompromising wing of revolutionary and republican fascism, leading one of the most active Italian action squads.

In 1927, when Tonci assumed the office of mayor, he joined the party's city directorate and became part of Galeazzo Ciano's personal power structure.
At the recommendation of the latter and Achille Starace—who had promoted a cohort of young leaders during the same period—he was appointed federal head of Livorno, a position he held until his overthrow in 1943 thanks to his loyalty to Ciano. He is listed among the five federal heads of state who held the position the longest.

At the Council of Ministers meeting of November 24, 1943, he was appointed Prefect of the Second Class. He replaced Giannino Romualdi and assumed the post of Provincial Head of Livorno, a position he held until July 20, 1944, the day of the American invasion of the city. The Germans considered him the best Provincial Head in Tuscany, also for having supported the December 3, 1943, call for TODT workers (men aged 17 to 55, women aged 17 to 35). The Police Chief is Maurizio Moraglia and the PFR Secretary is Luigi Mazzola, replaced by Luigi Napoleoni and in January 1944 by Fernando Gori, former Deputy of Umberto Ajello in the PNF until 25 July 1943."
